David Rossiter joined the Hospital Authority (HA) in 2002. His career started in the retail industry in a range of different roles from generalist Human Resources (HR) Management to Specialist Industrial Relations and a number of senior business leadership roles in Australia's Largest Retailer. From there, he spent 2 years in HR in Public Health Care. The following six years, he worked with what was at the time, Australia's Largest Private Health provider leading the HR team for a group of some 60 hospitals and numerous private Pathology and Diagnostic Imaging practices during a period of rapid expansion through organic and acquisition growth. Immediately prior to moving to Hong Kong to take up his current role, he held a senior HR Leadership role with a US based global Medical Devices manufacturer and supplier.

His focus in recent years has been in the development and implementation of significant organizational change, organizational development, performance management and industrial relations.

The HA employs some 60,000 people and is the sole provider of public hospital services for the Hong Kong community of 7 million people.
